The Impreza uses the Subaru Select Protocol and isn't OBD-II compliant like just about every other car. You can buy OBD-II readers off-the-shelf for VAG, Ford, Vauxhall, etc.. but they won't work on the Impreza.
You can only get the Select Monitor tool if you're a Subaru Dealer and it's VERY expensive. It's a handheld unit that allows you to read all the ECU parameters.
The alternative is EcuTek's DeltaDash. Run's on a laptop, logs all the ECU sensor outputs (digital and analogue) and you can even get a plug-in that works out your power output.
AndrewC has developed his own standalone reader (like Subaru's own Select Monitor), but that's only for 97/98 cars. He was developing one for the later models, but has knocked this on the head.
If you have electronics experience and access to tools (like a Logic Analyser) you could probably figure it our yourself. The electronics for reading the ECU is relativel simple (for the experienced), but the knack and time demands are trying to fugure out what address in the ECU to read to get access to the different sensor outputs e.g. manifold pressure, lambda voltage, MAF voltage, etc..

No i am not great with electronics so a peice of software will be the way to go. I noticed that the delta dash stuff is from MY 99' onwards, does this guy andrew sell the 97-98 stuff?
