when I 'open in new window'.

The new window all of a sudden launches as a tiny window at the top of the screen

Enlarge the new window using the maximise button or by dragging the windows edges. Then open another new window, enlarge this too. Close the first window, followed by the second. Now launch yet another new window and you should find it the way you want it to be.

open IE and maximise IE window, then press ALT key and double click on the top right corner (on the small IE icon) to close IE down. open IE again and it should be maximise now (i hope, tested on my PC and it works)
