how do i get this off (ms explorer pop up)

No meter whether the explorer is open or I’m online.

The explorer opens invisible page (on the task bar it's named - Welcome...Microsoft Explorer) and then another explorer window opens with advert for online casino or similar advert.

Any idea how to get rid off it? Couldn’t find any software appropriate to it
