getting rid of black borders on tv out?

Continuing with the many questions on tv out, i was wondering if it was possible to somehow get rid of those borders when using tv out.
Also I cant belieev how what poor quality tv out is.
Internet pages are almost unreadable.
What would a pc dvd player comeout like on tv out , as i was wondering whether to buy a pc dvd or a standalone one

Try TV Tool.
You can make all sorts of adjustments to get rid of the black borders. I view video full screen and it fits the screen completely.
Video looks fine on a TV, but graphics such as web pages will always look bad.
