Looking for a shareware programme that will do work rosters

I'm trying to find a free bit of software that will do the work roster for two work sites, drawing from one pool of staff.
What I would like is something that you could input the staff names and shift lengths into and it then takes care of allocating in a fair way who does which shifts.
It would need to provide staff for 24/7 cover. Using a form of rolling shifts with them being of variable lengths. There should be a provision for maximum staffing levels at certain peak times and also be able to take into account staff holidays and some staff doing less hours a week and only working at one of the sites etc.
I'm hoping it would be better at allocating weekends off for someone I know than their current boss is, it could not be any worse! that is for sure.
