CA-OpenIngres on NT, defining a C compiler???

Trying to setup OpenIngres on my PC just now, to maintain a system written in Ingres.
Getting an error trying to compile from ABF, seems like the C compiler isn't able to run.
Anybody have any ideas - a logical or something to be setup? I know this is pretty old stuff, but it's still used.
