For removing external glue and tar I always turn to autosmart tardis, however perhaps the autoglym tar/glue remover would also work as sold in smaller quantity. After using and you have the glue off throw away the cloth you used (it will stink and stink anything washed with it) and wash & protect the bumper.
Good luck.

Wink

If it's similar to the sticky black stuff that a plaster leaves on your skin it should come off with any solvent really.

Some surgical spirit on a bit of cotton wool or nail varnish remover (an acetone based one) or a squirt of any clear aerosol base cleaner. It's the propellant that will do the job not necessarily the actual product that is left after the solvent has flashed off.

Wash the area with a mild detergent straight afterwards so you don't get any adverse effects.

Hope this helps.
