Turbo nator????
When these things came out years and years ago, a mate and I installed a high power computer fan (similar out put to that) into his carb intake on his Mk2 Golf to try the theory out, and because at the time we were unemployed had a garage and it was a long hot summer for nowt much to do!.
We wired it to a switch on the dash...so you could turn it on, I kid you not, it did actually make a difference. No Lie. It was a comical difference but it was there. However on a 70hp Golf, anything would of made a difference

I actually did the maths that prooved that a normally aspirated 2.0litre engine consumes more volume of air at WOT and high RPM than the fan can supply under positive pressure.
A turbo/supercharged or larger capacity engine in the same situation consumes more air, so the fan is even more useless (naturally).
You need a fan the size of a leaf-blower to make any measurable difference, and that requires at least one horsepower to run (be it via its own engine or via a motor powered by the vehicle electrics...which will sap horsepower from the engine via the alternator - as alternators are less than 60% efficient).
I did post in it a thread...but I can't be arsed to search for it.
