Default Major Lag

Sorry if this is in the wrong section, sometimes when i let my car run down till around 10-15 miles before the petrol light comes on ( just a theory as its never done it when ive had a good amount of fuel) there will be significant decrease in my cars power ... i can hear the turbo spooling and the BOV dumps the pressure but the power loss is that great it feels as if there is no turbo. as ive said it always seems to be when i let the car run down to between 1/4 and empty and when the car has been running for a while, i always run the car on Momentum.

any help would be great

Not fuel surge then? They are known for it on 1/4 tank or less.
