Default Rear brakes or wheel bearing?

Here's the scenario... I have a 2000 wrx bugeye and I've just upgraded the wheels from 17" wrx wheels to a set of 18" wheels, all drives fine but when I get up to 60-70 mph I hear a wering noise coming from n/s rear wheel. Under closer inspection I noticed that the rear disc is rusty on that side like its not been used for some time and when I think about it when I pull the hand brake up on a hill and release the foot brake the car slumps with a bit of movement for last couple months I've had the car. So I'm wondering if it could be a seized caliper maybe causing the road noise or a wheel bearing. Just fishing for ideas!
