Mould in rear lights?

never heard of this, i know the old classic sti lights did it over time...sorry
only thing I would suggest is taking the lights out and cleaning them via the holes where the bulbs go, using a long cotton bud type implement slow process but.............

I'm guessing its right around the outside edges of the lights? If so the water is sitting there and going mouldy over time. Just remove them and clean the recesses on bodywork and the inside of that lamp.
Check there is no trapped grime there preventing the water running around the lamp and out of the bottom. Whenever you wash it in future, check its not sitting there. When we dry cars after washing we alway use a blower dryer to dry and remove the water from recesses - you could replicate this with a leaf blower or similar
