My 01 impreza feels quite slow between 50 to 70 in 5th gear
(about 10 seconds),i was wondering what sort of difference
ppp or scoobysport up and downpipe would make to this time.
I allready have a scoobysport de-cat centre.

You're running too tall (and therfore maybe lean - high egts etc - not good for engine).

Why not just kick it down a gear or two, I reckon you might go a bit quicker

On a MY00 running a PPP ECU exhaust and downpipe and a boost controller at 18 PSI you can get the same in about 5 seconds (8 is standard on MY00, 10 about right on MY01). You have a little bit of extra weight (car not you ) but it can be helped significantly. There are issues with only changing the boost on the MY01 though and you may be better with a full remap. Have a read of some of the Dawes threads for more on this. The Link ECU for MY01 is imminent or out and that is what I would do personally.

But an exhaust system alone will give you some benefit with quicker spool up (maybe 9 secs instead of 10). But if the turbo is not on boost there best change down and use the midrange. 3rd is a nice gear for 50-70
