Default Rubbing flapping noise when driving though water!!!

Has anyone out there experienced this in an 03-05 Sti, I had a JDM 03 Sti and now have an 05 JDM Sti. I have had the same problem with both cars!! When driving at a normal 50-60mph and you hit some light standing water within 5 seconds a flapping almost metallic rubbing noise can be heard comming from under the car, if I slow way down it stops and doesn't return as I accelerate unless there is more standing water.
It sounds like it's comming from the front left had side but I only say that as that's the side of the car which normally encounters puddles or water. I've been under the car and checked everything from heat shields to belly pans and I can find nothing. Both car's are standard, only mod is an exhaust.

Any ideas or past experience would be great as I'd like to get it sorted before I head across to the mainland for the McRea run.

Anyone care to even offer a suggestion??? Anyone think brakes could make funny noises when subject to a water splash??
