Sorry, I don't understand what the scam is. Looks to me like an auction for a wheel nut. A common enough thing when scrapping a car, an easy way of listing and selling parts on Ebay unofficially.

Guys selling rally cars do the same. I remember someone advertising a focus with impreza engine & drivetrain, if you won the bid you got a postcard of the car! It is a way of getting around ebay's commision.
