water in boot! black rubber pipe in boot? could this be why?

Default water in boot! black rubber pipe in boot? could this be why?

hi decided to give the boot a clean today and noticed that the spare tyre had condensation / mould type on it and about 1/2 inch water in wheel well. also the right hand driver side bit in boot which is like a hole was filled with water but passenger side was dry?
there is a black rubber pipe that was dangling and i thought maybe was an overflow pipe for something and could be why. there is a black rubber outlet that goes through to outside so i thought maybe this pipe connects to it? any ideas

ive had water in every impreza ive owned. to stop it building up in the spare wheel well i take the rubber bung out by pocking a thin cane through the hole where the spare wheel clamp screws into, this then allows the water to drain out and not gather. If you open your boot when its got water on it you'll notice the water runs into the gullys and donw toward the lights, im assuming this is where the water gets in as theres no obvious place its coming in. hope that is of some help

thanks for quick reply, how many scoobys u had m8. jus found about the black pipe that was dangling in the driver side gulley! is meant to go in to the black tee bit that is an overflow pipe under the petrol cap, maybe this is why it is full. ive put the pipe onto the plastic bit now so hopefully should be ok!
