Default OVERBOOSTING TO 1.5 BAR.WHY?

Hi all.
Over the past week my 1998 uk turbo has been hitting 1.5 bar (indicated on boost gauge),and in doing so bring in the 'Fuel Cut' until i let of accelerator.
It normaly peaks and holds a 1.0 bar there or there abouts so why is it doing it now and how can i rectify it?
The only mods i've got are a panel filter,de cat, dump valve and STI intercooler and Samco hose and have had these for ages with no running problems.
Please can anyone help.......???????

Hope its not actuator although that has crossed my mind, and as for the boost solenoid i've never overfilled my oil (it dunt use any),so would be surprised if has oil contamination, but may clean it to eliminate that.
To add, if i fit and aftermarket boost controller would this rectify it as it would be keeping boost at a constant level?

Check all the vacuum pipework first. Make sure they are all tight, no splits etc.
