Yes at a guess it is to determine which chip you need, pre august last year they generally just need a bios flash on the dvd drive. After that they need the to be taken apart the chip removed from the board and re programmed then fitted back in.
And no i dont do it before anyone asks. But theres loads of info on the net

 

Does chipping them enable you to play games from the hard drive?

 

No enables you to play backups....ie...copys
