Default Power Steering

my car has developed a problem with the power steering, on idle the steering is really heavy and seems unassisted but as soon as you rev the car its fine. any help would appreciated.

fluid low or air lock.. jack the front of the car and with engine running turn lock to lock.. any air should hopefully bleed out.. then check fluid level etc..
