Default Children in front seat

Does anybody know the laws regarding children sitting in the front of cars.
eg. Is a seven year old allowed in the front providing they are on a booster seat. Does a passenger air bag rule out children to a certain age anyway ?
I know babies can as long a they are in rear facing car seat with no air bag activated.
