A 95 WRX should have a Z4 ECU? If the ECU came from an import then it will still be limited to 112mph and still want Jpa fuel. Most people fit a MPH converter to the speedo cable, then the limit is raised to 180mph.

A scoobyECU can be added to the 93 WRX ECU which will be mapped to UK fuel, and delimited, these can be had for £100 but are in short supply.

Type scoobyECU into the search facility, loads of info there

A 7D ECU is out of a UK, so someone has already swapped out the jap one.
