transferring a cherished plate to a new owner

Just sold a plate, and the retention certificate is chocolate teapot like in its explanation of how to transfer to a NEW OWNER.

Anyone help?

When I bought mine the previous owner had to send it off to the dvla to be put into my name .... they sent it back to him and then he posted it on to me ..... seemed to be a long winded way of doing things.
