If you've just bought it, then I'd be straight back to the place I bought it from getting them to sort it pretty damn quick.

Sounds like the ecu has gone into limp/get you home mode due to logging a fault. It will not go past 2.5k revs to prevent further potential damage from going on boost.
Call the dealership/garage as to speak to the service manager or the sales person you got the car from and tell them what has happened and ask them if they want to pick it up or arrange to get the car from you or if it is safe to drive - oh and get the name of the person you ask if they suggest you bring i to them!

In any case, a September 2002 car isn't going to be an STi 8 It would have been a Sti type UK MY01-02 Bugeye. [ or STi 7 as we call them ]
There never was a 7 or 8 or 9 etc., in Subaru speak. The genuine STi numbers stopped at 6. lt is just all of us numpties that talk about the STi numbers still.
Never mind, I suspect that it has been sorted now, although some dealers can be a bit slow to respond................
