YES! 
Dramatic difference on my Phase 1. And ohhhhhh the noise. Blissssssss Rear windows were open most of the summer while driving. And in slow moving traffic, pop bang rumble pop pop bang bub bub. Pretty much covers it.
3rd gear is just storming now. When I get a Magnex resonated center I expect flames out the back. Scooby Sport centre is too loud for me.
