whining noise

and it's not my girlfriend , i've got a 95 wrx with 30,000 on the clock ,and i've noticed when doing 20-30 mph a whining noise cuts in and out, i've tried taking it out of gear and rolling down a hill and the noise is still there .
I don't think it's a wheel bearing because it would be there all the time , i was wondering if it could be the gearbox or clutch , so does anyone know what it could be .
