how easy are these to fit to a MY00 Turbo?

Yes, if you have all the clips, it will go straight on.

MY99 bumpers need holes drilled in, but the MY00 should have them.

i am going order one from TSL so i presume the clips will be provided??

Don't presume anything. The original is supplied with everything you'd need. I'd double-check with TSL.
