Fourth Screw on Fog Light

Can anyone tell me what the fourth srew on the top right on the left fog and top left on the right fog light are for?
They do not seam to do anything. It has a bolt with a cross screw, screwing into a plastic hole.

It's used to alter the beam setting.
I used my fogs for the first time last week and found they are VERY low,I could barely see the beam on the road.So I've lifted them up a tad.
