If you have a VF series turbo then you can commonly hear the noise of it stopping spinning when turning off the car, mine sounds like a small jet engine winding down!

What is your spec?

As for the boost, i think it is meant to do that but down pipes are know to give boost spikes. Try a search.

The turbo spins up qiuckly then gets bought back down to where it should be. Mine for example spins up to 1.4bar then gets bought back down to 1.3bar by the ECU and trails off to 1.2bar ish after 6000rpm.

You should be getting higher boost in higher gears. In first and second you do not have the time to build up to full boost. My mapping is always done in the higher gears where the turbo is giving full boost.
