Lag as in poorer dynamics or throttle response? Lag as in increased delay for building measured boost? Lag as in higher RPM required to reach a good level of boost?

What frontmount?
What turbo?
What exhaust?
What ecu mods if any?

its a hks front mount and std turbo on my 93wrx import i think it got the prover chip running 16 psi im having anti lag fitted next week

i think its lag when i put my foot to the floor it hold back then takes off is that lag?

Well, yes that's lag, but there are a few things you need to sort out first.

1. Are you seeing a delay in registerig say 1 bar of boost on the gauge.

2. You do have a boost gauge right? What boost does it actually reach?

3. Is it a saloon or a wagon? The early WRX wagon has a td04 turbo which is tiny in flow terms, especially compared to the TD05 found on the WRX saloon and all pre-97 UK cars.

4. The turbo is quite laggy anyway, in part because of the bend in the intake just prior to the turbo.

It's entirely likely that there will be some increase in lag. Some more info would help, like boost being reached, what RPM, what gear you're in, whether you have just changed gear or are coming back on the throttle still in the same gear etc.

With FMIC the only way to truely reduce the lag as much as possible is to reverse your inlet manifold so the pipes to the intercooler and turbo don't have to travel so far.
