Shortening actuator arm too much

Question

If you was too adjust the actuator arm too short then would this cause boost creep at high rpm's, under high load say 5th gear?

Thinking about it then the wastegate could not open enough and then boost would rise. Am I right in what I am thinking??

Is there a way of starting again on the arm say unwinding the arm until it slides straight over the closed wastegate. Then adding a futher turn to make sure it is tightly closed? Sound right??

I have been pondering over the problem I am having and it seems that instead of my boost peaking and dropping to a held point it keeps on rising. sounds like boost creep but not sure). I only really notice this in 5th gear as I hit the fuel cut. I do have a FCD and do not want to put up the cut as it may cause damage.

I have also removed the brown restrictor (it broke in half) on the Dawes FCD would this cause the boost to keep on rising?

I will get to the botom of this in the end. (i hope!)
