How does one distinguish if a wastegete is of the noisey variety by looking at it? Is there a way to tell without fitting it???

I think he means wastegate "chatter"!

in my head it sounds the same as his "zither" explanation.

could mean "whooooosh" from those rather sad VTA dumpvalves though !!

If thats the type of noise you are after, then remove any dump valves that are fitted ( and block any holes it leaves ). Also, a good air filter, mounted as close as possible to the turbo. Air filter piping, can alter the noise a bit too.

is it safe to speed?

With td05 turbo no dumpvalve isn't a problem, makes 'intersting' noises depending on what you're doing.

Don't know about td04, I think they quite tough too.

VF22, 23, 24 and 28 forget it, say hello to fractured impellor wheel, later ones may have improved.

Dump valve stops shock waves and rapid pressure spikes going back into the turbo and doing in the compressor side. Some make a noise, some don't. WRC cars don't have one at all, but do have various sorts of Anti Lag systems which make more noises.
