Loss of Power and Backfiring when accelerating MY93

I have a 93 WRX and just had a reconditioned engine fitted with new spark plugs, oil filter etc. When i accelerate the car starts to pull and then the car loses power. Sometimes it also backfires with some smoke sometimes appearing from the exhaust. I have had different people tell me different things. 1 being that it may be the spark plugs or the spark plug gaps. Can anyone let me know if this could be the cause or if there was a way of testing without having to change them first. Thank you.

Take it straight back.

It could be something simple like the timing is miles out, but I suspect that they haven't connected up the wastegate solenoid and there is NO BOOST CONTROL

A small problem with taking it back is that the person that fitted the engine is no longer available. Its a long story. So how can i check myself if its the Wastegate Solenoid and getting no boost control? or is this something that most garages could look at?

it sounds like the coil packs breaking some where
