Default BOOST PROBLEM HELP!

Hi all.. I have have a v3 Impreza Sti..alcatek ecu(with anti lag) full
Pipe..upgraded intake hose. Manual boost controller(which I'm taking our but came in the car) turbo smart dv
But it has no boost. It had a lumpy idle hunting up and down which I've sorted. Idle control valve. But no boost at all. Can runs fine with no misfires or smoke..
I've checked vac hoses, ran new vac lines(standard setup) without boost controller.tried it without the dv.. The restrictor pill is in the correct place(between t piece and compressor housing nipple) but I ran a new vac line from actuator to turbo housing to bypass the solenoid. And didn't get actuated boost. But I was told the solenoid should continue clicking when ignition is on and green connectors together.test mode. But mine clicks once,I've tried another which works on another car and that clicks twice on my car.. Although the I'm told the diagnostic mode may not be supported because of the map.? So may not continue to click? I also can move the actuator arm my hand,is pressure there. I'm stuck to what this could be. Any suggestions would be great.. Thanks

I would say wastegate is knackered.. If you can move the arm freely without there being a vacuum on the diaphragm the there is nothing holding the wastegate flap closed to build boost. It's just dumping it straight into the downpipe.

I.e wastegate is open as soon as you start the car. Maybe down to a weak spring.

I can move the actuator arm but I have to use both hands.. So there is a lot of pressure there. I disconnected the actuator arm from wastegate and cable tied the wastegate shut.tempory. I'm certain the wastegate "flap" is shutting properly. But this didn't make any difference still no
Boost. If the solenoids I've tried aren't working correctly on the car.. But doing the tempory wastgate shut trick should it still boost? I literally drove it 100ft to try for boost. What else can it be? Help!!!!

Are you running a FMIC? Have you checked every pipe/coupler? You might have a pipe popped off from the coupler but still looks like it's on?

I'm guessing when you disconnected the arm you could hear and feel the flap close then for you to think the wastegate is still opening and closing?
Are you sure then you closed the flap and didn't tie it open?
Might be worthy whipping the downpipe off and seeing it visually rather than guessing. Also then while you are it check like bigdal said whether the turbo impeller is spinning freely booty sides(cold and hot side)

No fmic just standard one. I removed it and checked all the hoses for splits and why it was off checked all vac pipes. Doesn't sound like there's an air leak.. Yeah disconnected it and tied it shut(basically actuator arm would be right in.) and yeah I can hear something inside when opening/ closing/ moving the wastgate arm so guessing it's the flap. I've got a actuator coming too just to rule out that even tho I don't think that is the problem.. I checked the impeller intake side when I changed the intake pipe but haven't taken the down pipe off. Which I'll do next..
