Since you say they are nice people, instead of becoming all "barrack room lawyerish" why not just ask him round to your place and tell him that you don't think it looks very smart and could he tidy it all up and keep it on his side of the fence.
I reckon you will find he will see your point of view and there won't be any need for unpleasantness.

Another viewpoint..
I'm assuming here that the boundary line between the properties is the fence line.
To the op, the fence could be in the ownership of your neighbour ( fenceposts on his land) and therefore maintenance/upkeep of fence is down to him, so in theory he could attach whatever he wanted (within reason ) to the fence. Doesn't excuse coming onto your property, without your permission to make any fixings though.
In your favour would be the fact that the property boundary line should be the face of fenceboards so the batten used to fix roof felt or whatever is on your property.

We've just been out and had a quiet word about it. He's moved the felt over to his side of the fence. Its better but its still ugly. I'm gonna hunt out the covenant to see how its worded!

Nope its mine, I know because it shows up on the deed plan as ours, plus the house builders put it up at our request! He only has about 6 foot of it on his property, the rest (on the right of the dodgy roof) is the house that runs at the back of his garden!
BTW we have a 'pretty' fence on the right side of our back garden and a 'non pretty' fence on the left

Dont see a problem with that really,at eye level its not that bad,unfortunately looking from aboe,your bedrrom etc,cant help that.he could erect scaffolding etc so its not that bad.
if it does annoy and you think it will harm the sale,buy a ready tall bush/shrub etc and plant there.sorted

Just tell him to take it off as he can't do that on your side of fence.
If that is too much to do then tell him that your selling agents have advised its prompt removal and that they are concerned that it would be noticed by anyone who surveys the property before sale.
If you have his e-mail address just send him some links to proper dog kennels.

If it was me I would go round and politely explain it looks shyte. I would then suggest he undo it and loop it over on his side of the fence and nail it up that way i.e. nailed to his side of the fence. Yes the rain wate may run on his side of the fence but I cant see that being much of an issue really. If he is a good neighbour I doubt you'll have much problem convincing him.

I think that the fact that he has shown willing by moving it is very fair and the view which is left is really not all that bad. Hardly worse than looking at the brick wall where the fence stops.
If you call it quits at that you wont even notice it in a couple of weeks.
