This may work for those "casual" surfers, however, all this will do is make it harder for the authorities to monitor/track those who have a vested interest in remaining anonymous as they will seek methods to counter these measures in order to remain undetectable, we're talking career criminals, child-**** rings, counterfeiters, piracy etc as it will not stop at adult material, through offshore ISP, IP hopping, false ID, encrypted VPNs etc.

Due to the way the internet is designed, it's impossible to regulate it.
