Neighbours and their Bins
1. wait til the bins are emptied.
2. drill a small hole in the lids.
3. fill the bins with propane gas.
4. Stuff some paper in the holes.
5. light the paper.
6. retire to safety of house.
7. wait for 30 seconds for bins to be 'removed'
8. emerge from house looking startled and exclaiming "what was that?!"

i spoke to the council who sent a crap letter to them..which they totally ignored.. apart from this they are not able to do anything more as the bins are not on a public highway.

Do you want me to pay a visit with my Land Rover and "accidentally" drive over them due them being in the way?

Although personally, I'd encourage you and your neighbours to use it as the communial bin, so its always full

Wheel your bins next to his up against his fence leading to the driveway. You won't have smelly bins in front of your house and have better access. Since it's communal, he can't complain as it too is your right of way. A win win for you.
Or just wheel his bins back on to his new drive. He can't complain about touching his property as the bins belong to the council. You may have to persevere with this one and hopefully he'll get fed up of moving it back before you do.

Quality
Trouble is, when you sell your house you have to declare if you have had any problems or altercations with the neighbours. This is now legally something you have to sign to say yes/no. If the next person in your house has problems with the same issue and find out that you also had problems but did not declare it then you are legally responsible. However, if you do declare it as a problem then you may have issues with the sale down the line.
Not suggesting you’re moving, just saying it’s very difficult. I had problems with my old neighbour with a very loud dog she did not take care of. Was so difficult as I could not ask her directly for fear of causing problems with my house sale.
I would ask the council to check into it though, as it will then be the council acting on a lack of planning consent.

Did you get hold of the land registry details?
If it is your and your immediate neighbours land, this guy has no legal right of way then IMO its trespass, fly tipping and presumably breach of planning for the gate going on to private land.
It's in your court to decide how far you want to push things.
A letter to this guy in unison with your neighbours may be the starting point before getting legal.
