I called into the Apple store and they still don't know when the upgrade is out but what they do know is it will allow you to roll back to another OS
From the look of the dev seeds it does not update the baseband, or at least on of the chaps was able to downgrade from 4.2 to 4.1. I could see how if there wasn't a baseband upgrade that you could downgrade the OS, as the new baseband is tied to the OS, older OS cannot use new baseband and vice versa.
There was a 4.2.1 GM seed released on thursday, probably to address the known issue with background voip apps.
well that sucks! the only thing i was interested in with this update was the free 'find my phone' thing, but Apple in its wisdom has not allowed it on the 3gs
Was going to download it but my iPad is STILL backing-up!
Been going for just over an hour now and it's only about two-thirds done!
Will have to leave it for another day now.
iPads seem to take forever to back-up: My wife's can take up to 3 hours and mine takes 1 hour. One of the applications apparently causes it, although I don't know which one.

Have a look in iTunes, specifically the "Apps" section of your Library. You can view in list mode and then add a column listing size. It'll probably be the largest one that is slow. Also, if you have mail setup, or a large photo album, that can slow it down too.
Just been using a 3G with 4.2.1. Have to say it is rather slow, very much so compared to a 3G running 3.1.3 and performing the same tasks. Granted I was doing something with a webview and JavaScript and the js interpreter could be a but manky but it was not a pleasurable experience. If I had a 3G i would stay on 3.1.3
3GS and iPhone 4 seem happy enough as does iPad. Nice to finally have parity between the devices
