IMO it won't be the pipe lagging unless the pipes run outside or we are talking about a masive house

Faulty non return valve in the shower/taps??? cold water pressure over coming the hot and blending together This is possible!

plausable, but im swaying towards the farting flange not striking the giggling pin thus reducing the fluid transfer to the saggy lipped trout,

there we go all sorted, all you need is more custard,
