EVO v STI over on MLR
Type R is coupe body, so therefore lighter so a fair comparison weight-wise would be a Sti Type RA saloon vs Evo V RS. Both are the lighter body/shorter geared models. That would be the the closest two models each manufacturer has to offer for a head to head. Leave them standard or mod them to any figures you like (being equal) and I'm afraid I'd be choosing the Mitsi.
I've owned both and know for a fact where my cash would be going on this one.

Type R and RA same gearing same engine, R had more extras so was heavier.
RA would be a fair comparison and both models out the box would be a good comparison, however I don't believe you have fully experienced an RA running to it's full potential.
Every Year the comparisons are made from the very best of the Subaru's going up against the Very best of the Evo's. So regardless when the playing field is level there is only one winner. Going by past results (TOTB & TA) - Subaru
