Had a quick go with my car,not the best of angles but it'll do until I get out & take a proper side on shot.

It's a bit trickier that one. Involves masks n motion/radial blurs.

Boost the saturation a bit to make the car stand out if needed
Duplicate the background layer and name it "motion"
With the lasso tool select the entire outline of the entire car including wheels
Select/Save Selection and name it "Car"
De-select the selection
On Motion layer go to Filter/Blur/Motion Blur with angle 0 and distance of 250
Create a layer mask on the motion layer and load the "Car" selection - Select/Load Selection
Paint bucket fill the selection with black to get the car back into the picture

Wheels:
Similar to above, but I dont bother with a mask
Use the eliptical marquee to select each wheel (just the rim)
Copy to a new layer
Select Filter/Blur/Radial Blur with amount set to 50, method set to spin and best quality

Job done

easy. when you upload your pics to photobucket, theres 4 options under each pic ie 4 addresses. the second one is the one you copy "direct link" i think.

then when your posting on here, you will see a little yellow/gray box with a mountain, along the top of the text box. click on this and it opens another box which you simply paste the link from photobucket into.

Hi guys, I had a bash at this myself. Not bad for first time using photoshop although not as tidy as bioforger who is a photoshop GOD!
