Any law is useless if there is no-one to uphold it, but if we had a Police force who gave a $h!t then maybe we wouldn't need any new laws either.

I still fail to understand how me pushing a bike a few hundred yards, rather than cycling it, will benefit the rest of the population though.
As I am sure you are aware, if your bike is unroadworthy for any reason, you cannot simply ride on the pavement. You are however allowed to walk along the pavement pushing your bike. All these to$$ers riding in the dark with no lights should be doing just this once darkness falls.

With modern LED lights the current draw is so small that battery life is very long. I have some CatEye LED rear lights that are still on their original batteries after 7 years, although I do not ride on the road, especially in the dark very often.

I understand that, as a cyclist, you find my peoples dislike of your fellow cyclists irrational, but given their general record on the road, a single decent cyclist which I hope and presume you are cannot outweigh peoples generally p!$$ poor opinion of these two wheeled menaces. Having said that, there's no need for the sarcy attitude.
I live in a semi-rural area rife with 7yo girls atop wild animals, trotting freely up and down the public highway, and I do believe they too have no right to pose a hazard to me, in my taxed, insured, tested car and with all my qualified experience to permit my presence there. I am however appreciative of the few in my area whom fit LED lights to the horses tail, their boots, helmets, and wear hi-vis clothing.

I too shall leave it there.
