I travel on the M1 everyday. The overhead signs often do display "KEEP LEFT UNLESS OVERTAKING". Not many drivers take notice though.
There is maybe one explanation as to why people are reluctant to move into the inside lane.
Even if the lane is empty sometimes there are slow vehicles in the distance. You move over into inside lane and can eventually catch up and get trapped behind slow lorries doing 50 whilst the middle lane is suddenly full of faster vehicles. In otherwords you often wait ages to pull out again.
I've done this myself. A lot of this boils down to drivers using their mirrors and common sense and judging what to do accordingly. If you are likely to become stuck in the inside lane, then stay in the middle lane and speed up to keep with everyone else!

ok if there in the middle lane and you flash them to move over are you not hogging the middle lane as well or are you going to get them to move over drive past them then pull in to the inside lane ? theres more ****, glass, car parts, on the eage of the inside lane than anywhere else trucks doing 55 mph in the inside lane along with car/caravans every time ive gone on the mainland the inside lane is all ways moving a lot slower than the other two so i tend to stick to the middle ar move over to right to over take a slower car tend not to sit in the bmw owners lane to long (right hand) they get upset,
however if the its quite then i keep inside unless over taking. theres 3 lanes use them is every one sat in the left lane what would be the point of having 3lanes ??

Well surely that is lack of observation and planning ! OK it can be sometimes hard in very heavy traffic but hardly hard in normal off peak driving !
As already said, better training would solve this, as would people actually concentrating on driving instaed of simply looking two feet ahead of the end of the bonnet

I have found an increasing number of people that don't appear to want to use the 3rd lane..... you can be tootling along at 75 ish, slowly passing trucks etc in the inside lane and some moron will come up behind you and sit on your ****.... third lane clear.... I think go past d*ck head, but no, they sit there, when you finish overtaking the trucks etc and pull over, they sail past.... whats all that about..???

Spankathon, the idiots ******* your bumper would probably class you as a middle-lane hogger. They want you to move over to save them having to!

I think as long as you are making progression in the middle lane i.e. going faster than those in the slow lane (up ahead or not) then you should be ok. It's the pillocks that sit there and take ages to overtake those who are in the distance over in the inside lane that need to get over. Those that appear to be doing about 1mph or less quicker than anyone in the inside lane are the real pain! But if traffic is heavy in all lanes, you can often all be doing similar speeds.
