Had the VF23 Turbo on my MY00 classic, but im sure it was a bit more laggy then the VF28 turbo on my MY04 WRX. The only reason I bought the VF28 as it was going cheap in the for sale section as the same reason I bought the VF23 for my classic a couple of years ago.
But I did get 308bhp and 290lb/ft on Powerstation rollers last week with the VF28 but I find the VF28 turbo to be a bit like the td04, hardly any lag on it at all.

You can get 2nd hand Version 7/8 STi intercoolers for around £250, but you have to do a bit of modifying to get it to fit the classic.
