One thing I will add, though, is that C# may well yet take off, because it has the might of MS behind it. However, since the main attraction is that it's based around developing .Net stuff, and you can write .Net framework apps in C++, VB and even Java if required, I can't see any reason for learning it (unless you're writing Java, but miss dealing with pointers ).

Having read the description of the problem in hand, I have changed my mind anyway.
C++: Most of the examples about waveform generation are in C/C++ and it's interaction with DirectSound is well documented.
Or alternatively you could leverage JSyn and use Java.

Second (or is that forth) thoughts, I think Python would be the best all round option
