You are talking about a car being modified without regulations (bar the fuel?) to beat the bikes. But the bikes are essentially road bikes modified to Superstock or Superbike rules rather than "go round the TT as fast as you can rules". I would expect that if said Higgins took his motor around the TT in a 'bike-beating' time then a bike with equally free rules would beat that. The TT is not a course with a high number of tight bends that a car can exploit to gain an advantage. A lot of the TT is about straight-lining kinks in the road and maintaining speed. The bike's ability to straight-line sections will always give it an advantage over a car.

They soften off the suspension on the bikes and increase travel to cope with the bumps and troughs at the TT. An F1 car would smash itself to bits before it finished a lap.

You can't ignore a rider weight especially on a bike as it makes up nearly a third more than the bikes weight. So massively reduces power to weight ratio. The biggest advantage a racing car has over a bike is contact patch, braking performance and aerodynamic downforce.

Once a vehicle doesn't have the benefit of significant downforce then a motorcycle s power to weight wins.

The argument was though , F1 against a motogp bike. No contest F1 wins everytime
