You've just answered your own question

Nothing will happen, whatever is put in place young lads will always get behind the wheel and drive like *****, get a smack on the wrist and carry on.

I went to one of those driver education courses for doing 35 in a 30 a couple of years ago, when leaving most of the participants on the course got out of the hotel hit the dual carriageway and started speeding straight away, people speed and young lads race no new legislation will stop that percentage continuing to drive in the same manner it's just a sad fact of life.

there has been a few fatal crashes around here in the last couple of years, mainly teen drivers racing or speeding

if they want to go out speeding and racing, they should go out on their own. if they crash and kill themselves, it's their own fault. but killing passengers too all the families that have been destroyed through the drivers actions

I think they should introduce 'black box' style gadgets for new drivers for the first 2 years. to monitor acceleration and cornering, and limit speeds to an allowed tolerance.

when I passed my test, my first car was a 1982 fiesta 1.1 pop plus, a good reason not to drive fast was knowing that if you hit something head on at more than 30mph you would lose your legs

Id be fine with that , until another clot ignores a Stop or light and drives straight across me while I am doing 50 . I have spent 2 times in hospital both in UK due to other drivers being either drunk or stupid and my feeling is no amount of cameras or speed limits will ever change that.
For the most part where I live its not an issue. So I am thinking its more a case of social responsibilty and better driver training. The ADAC do skid pan training and insurance companies give discounts if you have one.

Over here the 17 year olds are only allowed to drive with an experienced driver and that saves lives and prepares them for the test at 18. Part of the training which is on the motorway forces you to deal with speed.

I remember my UK instructor taking me out in a mazda 323 in 4 inches of snow , and forcing me to drift and cadence brake.

Id like to see more of that so even the inoccent party has some slight chance to avoid the idiots.
