Pepipoo is the place to go. You must NOT ignore the notice now. I fought mine, let them take me to court. They ended up paying for my court attendance and had to pay for my parking in the council car park I used to attend court.
It is a great shame that at the point of parking you did not use your mobile phone to photo the notices of the machine out of order etc. Its now harder to prove, but you will not be the only one, so you should be able to find others with the same issue.
One obvious route for your appeal is that you never parked. ANPR of you going in and then leaving does not prove you parked. Nor does it mean you did not go into and out of the car park more than once....
Be aware that they will try and make you jump through endless hoops wasting your time so you don't fight it. I did not play their game. I stated my points very briefly, and only once. Then made my case to a judge. Don't give them endless ammunition for one of their clever barristers to hang you (yes, they do actually use a barrister if it goes to court)

As above, Find out who owns the carpark, I got a PE ticket in a shop carpark, Then kicked off at the store who said they did not own the car park but they did, Then the store manager, Then the regional manager then the divisional controller and also requested the MD's phone number and email for a formal complaint, It got dropped in a few days after reading up on it and a had a letter saying no further action to be taken, He who shouts loudest etc....You have to make contact don't just ignore it but don't lie down and take it either

Just don't take any $hit off them, You can only appeal within the given timeframe in most cases it would be refused/denied anyway...There is some good info on the web..including templates for letters which would guarantee a win in court if you want it to go that far.

Last month the wife parked her car in a car park in town.
One payment machine was marked out of order and the other took her money but wouldn't do anything after that.
Anyway she left the car for twenty four minutes than left the car park.
Today we've received a parking charge for £100 which I'm not too happy about.
I've looked across the net and there's pages of complaints etc so can the NSR massive recommend a course of action, I can appeal but not sure if our word against there's will cut it.
If I pay within 14 days the charge is reduce to £60, if I appeal and fail it's back to the £100

£60 is a small price for piece of mind. I know this is like giving in to bully's, but i'm fighting a fine i got 15 months ago. They just dont give in. Totally wrong, but are you prepared for one letter every 6 weeks, with more and more threats of court action. My fine is up to £150 plus any court costs.Too late to back out now, but given my time again, i'd pay, then next time i visit Welcome Break ..........(well, you work it out).

Whats the point. You will just be wasting your time. Pay it and live your life.
And even if you are 100% in the right - it does not always go your way (unless you have good professional legal representation)
Long story, but i once took a guy to the small claims court (I was absolutely in the right) it was for a relatively small amount of money - but a "principle" thing
Anyway he did some daft counter claim, which meant I had to travel the sh1thole that is Leeds - the end result was a crap and muddled verdict .
Afterwards, when I spoke to a very good friend who is a lawyer - he looked at me rather sardonically and simply said
"Very few legal cases get finaly settled in the Supreme Court at the Royal Courts of justice"

Interesting in the news currently about Wonga sending 'fake' solicitors letters to clients to scare them into paying..... wonder where they got the idea from?? parking eye have been doing exactly this for years!.....
since then it has been found that all the banks have been doing the same too
