Found on another BBS apparently from the Lib Dems ........

If I've read this correctly, this chap is saying that they're going to encourage drivers to read messages on text displays alongside fast road in Scotland. The messages will tell drivers that it's distracting to read text messages.
Another fine example of the talent of those above us.
