I just fitted a fuel pressure reg to my MY00 and was told to set the pressure to 3.5bar Atmospheric. ie start engine, take vacuum hose of reg or inlet manifold and adjust the pressure screw until you get 3.5bar then reconnect vacuum hose, this will then show a pressure drop but don't worry about it.
unless your keeping the fuel pressure the same and you dont want to alter it, imo, i would'nt bother with one. as each time you adjust it,it should be remapped to that new pressure

I would say no you don't as the OEM reg is perfectly ok for what you have, I only fitted a new reg as I went for parallel fuel rails. I would save your money for the moment unless you want the bling factor of a nice shiney new regulator.
Plus your current reg is attached to the fuel system on one of the fuel rails so I can not see how you would bypass it in order to use an external fuel reg. Seems more trouble than it is worth to be honest. But the choice is yours.
