Default Strange noise from wheel

2007 hawk with standard brake discs

I have a noise coming from the front or back drivers side wheel, it's not very loud but it is constant until I press the brakes and then it stops but then returns quickly after.

It doesn't get any worse when turning.

My car has a loud exhaust so it's hard to pinpoint it exactly........any ideas? It's not a clunking/knocking sound it's more like a whirring sound or something rubbing something.

Most annoying

most likely one of the dust guards that sit at the rear of the discs, easily damaged / bent

I originally thought that but that would still make the noise even when the brakes are pressed.

A sticking piston not fully retracting when your foot is off the brake?
