Trying to adjust handbrake using rear cogs but the brake disc won't spin round. Handbrakes off but still no luck. Any ideas ?

Over adjusted or maybe seized.

I managed to get it off and adjusted the wheel at the bottom of the hub. Moved the wheel up to tighten it, pulled the hand brake up a few times and then moved the wheel down so it wasn't too tight but doesn't feel like it's made much difference. Any ideas ?

I don't think they will spin freely cause of the rear diff. It will only rock back and forward a little bit.
